Yes, you should definitely replace your windows before installing shutters if you are considering changing them. Shutters are meant to be fitted once and are measured to the specific window.
Invariably new windows will have different dimensions to the old ones, however similar in design, which will mean the shutters will not align correctly or in some cases not fit at all. Shutters are measured to order to the exact millimetre so it’s always best to have the replacement windows in place before we come to measure up.
